Morocco accepted the return of 25 peackeepers
Out of 80 memebers of the MINURSO expelled in March, Morocco had accepted the return of only 25 peacekeepers. Ban Ki-moon has not yet responded to the offer of the kingdom.
In an attempt to a resolution of the crisis between Morocco and the UN Secretary General since March, the Morocco had proposed the immediate return of 25 agents of the civilian component and policy MINURSO to their post in Laayoune, says Reuters. the terms of the transaction are still subject to dialogue between the two sides, added the same source.
The announcement of the Moroccan offer comes just twenty-four hours after the very positive statements by the representative of France in New Yok to a solution to the MINURSO. Optimism about François Delattre is also shared by another French mediator, namely Hervé Ladsus, the chief of the UN peace keeping operations. Last night, at a closed meeting, the deputy of Ban Ki-moon presented to the Security Council members a briefing on the progress of discussions with the Moroccan side.
The ball is in the camp of Ban Ki-moon and his allies now.
Ladsus forwarded to representatives of the group of 15 his optimism, showcasing to diplomats a ”
positive dynamic”, Reuters reports citing sources who attended the meeting. For the record, Ladsus took part in early April in Geneva, alongside Georges Feltman, assistant secretary general for political affairs, in secret negotiations with Omar Hilale.
Officially, the Secretary General has not yet reacted to the Moroccan proposal. This probably gives time to better evaluate the offer and consult with the main player on the Western Sahara issue, namely the United States. Thursday, the spokesman for Ban had reported “constructive discussions between the Moroccan authorities and the United Nations” for a return of MINURSO members previously expelled from Morocco.
For its part, the Polisario has not provided its view of the new developments. Algeria has also remained silent for the moment.
Politically, the possible return of the 25 agents of MINURSO, a total of 80 deported, would be a victory for Morocco and France, its main ally in the Security Council. But the question remains, will Ban Ki-moon and his allies accept such a concession?
